Following the bust up between Honorable Kato Lubwama and music promoter Bajjo, UCC has come out to announce that Spark TV program Koona has been suspended.
The Uganda Communications Commission noted that during the program “Koona” that was aired on Friday 21st December 2018, and hosted by Miles Mr Rwamiti, Spark Television relayed live broadcasts of content that was contrary to the minimum broadcasting standards.
Section 31 and paragraphs (a) (ii) and (iv) of the Fourth Schedule of the Uganda Communications Act 2013, prohibit broadcasters from broadcasting any program or content that directly or indirectly promotes hatred or a culture of violence and likely to incite and/or glorify violent behavior.
In order to avoid a recurrence of similar breaches during the investigations, the UCC directed Spark Television as follows:
- That Spark Television should within 24 Hours submit to UCC a written report showing what happened before, during and after the program, “Koona” of Friday 21st December 2018, as well as a copy of the recording of the subject program.
- That Spark Television should immediately suspend airing of the show “Koona” hosted by Mr Miles Rwamiti until such a time when UCC shall be satisfied that Spark TV has instituted the necessary measures to ensure that the show meets the regulatory standards.
- That Spark Television should immediately suspend the producer of Koona show and Mr Miles Rwamiti, the presenter of the subject show until after UCC is satisfied that the producer and the presenter have obtained the requisite skills to direct and present the show in strict compliance with the set standards.
- That the management of Spark Television should within 14 days from the date hereof make written submissions or representations showing cause why UCC should not suspend Spark Television’s license for breach of its license terms and conditions in accordance with Section 41 of the Uganda Communications Act 2013.
UCC was established to monitor, inspect, license and regulate the provision of communication services in Uganda. Therefore, it is the duty of the commission to overlook the broadcasting scene and pass regulations regarding TV and radio.
This isn’t the first time the commission has come out to suspend programs and stations. This year, UCC suspended 23 radio stations for airing witch craft related content. In 2015, UCC revoked 27 communication licences. Spark TV’s Koona may remain suspended indefinitely.
